Mr. Zeiders founded Zeiders Enterprises in 1984 with a commitment to provide services that make a positive impact on people’s lives. He provides the strategic vision for the development and implementation of solutions in support of the evolving needs of Service members, veterans, their families and commands. Mr. Zeiders serves as Chairman of The Quality of Life Foundation, a not-for-profit organization founded in 2008 by him and his wife Charlotte, to support the special needs of wounded warrior family caregivers. Mr. Zeiders is also the founder and Chairman of The Zeiders American Dream Theater in Virginia Beach, Virginia. As a continuation of his involvement in education-focused programs, he authored the book Entrepreneurship, The Art of Succeeding in Business, as a high school and adult education tool. Mr. Zeiders has served as the Chairman of the Northern Virginia Workforce Investment Board and President of the Prince William County Public School Education Foundation. Mr. Zeiders holds a Bachelor of Science in Operations Analysis from the U.S. Naval Academy and Master of Business Administration from George Mason University.

As President and CEO, Mr. Richardson has strategic and operational responsibility for the company’s worldwide operations and formulates and oversees the implementation of the organization strategic plan ensuring coordination with Zeiders mission, vision, and commitment to core values. Mr. Richardson previously served as Zeiders’ Senior Vice President for Contract Operations and as Director of Corporate Development where he was responsible for contract service delivery, strategic growth of company capabilities, development of new business opportunities, partner relations, quality management, and long-term growth. Mr. Richardson’s achievements include leading company efforts that resulted in organizational growth, increased service delivery capabilities and enhanced operational excellence. Prior to joining Zeiders in 2012, Mr. Richardson provided services as a business process consultant for the U.S. Air Force, an executive with Anthem BCBS managing the first generation of TRICARE contracts, a Vice President with Amerigroup Corporation providing service and support to Medicaid and Medicare members for 11 states, and a Vice President for Ceridian overseeing the Service Delivery Operations for Military OneSource. Mr. Richardson served as a Medical Service Corps Officer in the U.S. Army and is a combat veteran of the First Gulf War. Mr. Richardson holds a Bachelor of Science from the University of Tampa. He is also a Six Sigma graduate of the Juran Institute.

Mr. Vogus has more than 30 years of experience managing complex human capital and organizational strategy programs within the federal government, with a proven track record for client satisfaction and delivery on time and within budget. As the Senior Vice President for Contract Operations, Mr. Vogus has the responsibility for contract service delivery, strategy and company capabilities, partner relations, quality management, and long-term growth. Mr. Vogus previously served as the Director of the Federal Division at Zeiders where he was responsible for establishing performance objectives and goals, setting standards and implementing programs to ensure customer satisfaction and compliance with all corporate policies and directives. Mr. Vogus also worked as a senior manager for a top-ten management consulting firm and a Fortune 500 scientific, engineering and technology applications company. In addition to his civilian career, Mr. Vogus served 22 years in the Army National Guard as a Military Intelligence Officer. He served as the 629th Military Intelligence Battalion Commander, Training Battalion Commander in the 70th Regiment and retired as the G2 of the 29th Infantry Division. Mr. Vogus received a Master of Arts degree from George Washington University and a Bachelor of Arts from Lafayette College. He has a Change Management Advanced Practitioner Certificate from Georgetown University and a Change Management Practitioner certification from Prosci.

Ms. Vaughn possesses over 25 years of experience across all dimensions of Human Capital. As a Senior Vice President and Chief Human Capital Officer (CHCO) she is responsible for all activities within the employment lifecycle, oversees internal company communications, performs continual process improvement for corporate human resources, and leads the corporate and contract learning development team. Ms. Vaughn has led the Human Resources Department since 2008 and helped grow all aspects of the department and mature the operating processes. As a member of the Executive Team, she participates on all matters related to human capital strategy initiatives including: proposal support, business expansion, organizational development, company cultural development, and company strategy. She serves as a key leader on the company’s 401(k) Committee and leads the Benefits, Talent Management, and Learning and Development Committees. Prior to joining Zeiders, she held Human Resources leadership positions at a Fortune 500 company, an education institute, and an upscale retail firm. Ms. Vaughn is a Certified Senior Professional in Human Resources (SPHR), a SHRM Certified Senior Professional (SHRM-SCP) and has a Bachelor of Science in Psychology from Virginia Commonwealth University. As the daughter of two Marine officers, Ms. Vaughn has a keen insight into the unique challenges of the military lifestyle. She is also a proud spouse to a firefighter and mother of two.

As Chief Financial Officer and Corporate Treasurer, Mr. Bove is responsible for the strategic management and oversight of the company’s financial resources. He leads the Accounting and Financial Planning & Analysis (FPA) teams, crafting the company’s financial strategy, delivering long-range forecasts, and developing innovative corporate capabilities to address evolving customer and contract needs. His efforts ensure Zeiders remains at the forefront of industry best practices. Mr. Bove’s previous achievements include providing cross-functional CFO support to small businesses, reducing costs, improving forecasts, securing new contract vehicles, and achieving successful audits with both DCAA and GSA. His tenure as a Senior Finance Manager for a Fortune 500 company and a $4B international consulting firm saw him deliver critical financial insights to senior executives and partners, driving operational excellence, and strategic decision-making. Mr. Bove holds both a Master of Business Administration from Wake Forest and a Master of Divinity from Alliance Theological Seminary.
Mr. Anderson has over 18 years of experience in service delivery and business development after retiring as Commanding General, Army Human Resources Command.
Mr. Anderson has 18 years of experience in service delivery and business development in the human capital, training, and management markets. As the Senior Advisor he provides advice and directional guidance on company development and growth opportunities. Mr. Anderson previously served as the Federal Division Director, where he was responsible for managing and developing a contract portfolio of business and the Director for Corporate Development, where he was responsible for short- and long-term growth strategies bringing Zeiders services to new clients and partners. Mr. Anderson’s passion for Service members and their families is a result of 30 years of military service as an Infantry Officer. Beginning as a Rifle Platoon Leader through Commanding General, he served in Mechanized, Airborne, Ranger, Light, Engineer, Joint and Department of the Army level organizations. His career culminated as the Commanding General of the Army Human Resources Command. Before coming to Zeiders, Mr. Anderson provided consulting services and served as Vice President for the Military Personnel Business Unit, Defense Business Group at one of the world’s leading service companies, where he successfully managed a team executing global delivery contracts and meeting growth objectives. Mr. Anderson holds a Bachelor of Science Degree from the United States Military Academy at West Point and a Masters of Management degree from Webster University. He attended The Executive Program at the University of Virginia’s Darden Business School.
Ms. Downs is a certified Project Management Professional and possesses over 30 years of experience delivering quality of life and clinical programs within the military community.
Ms. Downs possesses over 30 years of experience designing, delivering, and managing quality of life programs within the Military community. Her substantial experience in overseeing contract performance and coordinating the full spectrum of management activities provides expertise for contract development solutions. Ms. Downs has served as the Project Manager for over 70 Department of the Navy, Department of Defense and U.S. Marine Corps projects. During her tenure with Zeiders, she has overseen well over 200 innovative and learner-centered curricula, program guides, and learning and development projects focused on all aspects of the military and family lifecycle. She brings expertise in military quality of life issues as reflected by her presentations at numerous national and regional conferences on topics including Clinical Quality Assurance, Crisis Response, Strategic Planning, Deployment Readiness, and Organizational Learning. Ms. Downs has a Bachelor of Science in Psychology from Old Dominion University, a Master of Social Work from Virginia Commonwealth University and an Education Specialist degree in Curriculum Design from the College of William and Mary. She is a Licensed Clinical Social Worker (LCSW) in the Commonwealth of Virginia and certified as a Project Management Professional. As the daughter of a career Naval Officer and the spouse of a Navy Nuke, she has experience and insight into the military lifestyle.
Ms. Lumsden is a National Certified Counselor and certified Project Management Professional with more than 24 years of experience working with quality of life programs .
Ms. Lumsden has more than 24 years of experience designing, implementing, and managing quality of life programs and teams with industry-recognized expertise in program management and delivery of career services both in person and virtually. As a Division Director, she is responsible for managing and developing a contract portfolio of business within the Federal government market. In her previous role as program manager for a large Department of Defense contract, Ms. Lumsden maintained a consistent record of adaptability and exceptional service delivery through process improvement. Prior to joining Zeiders, Ms. Lumsden held various leadership roles in public and private higher education, where she developed innovative professional development programs and managed wide-scale project implementations. She has co-authored more than 15 refereed journal articles and book chapters and has presented more than 20 sessions at national, regional, and state professional conferences on topics such as career assessment, career counseling, and electronic portfolios. Ms. Lumsden has a Bachelor of Science in Psychology, Master of Science in Counseling and Human Systems, and Education Specialist degree (Ed.S.) specializing in Career Counseling from Florida State University. She is a National Certified Counselor (NCC) and certified Project Management Professional (PMP). As the spouse of an Army Infantry veteran, she has insight into the challenges of the military lifestyle and strives to work with programs that solve them.
Mr. Bates has over 35 years of IT experience in public, private and government sectors. As the CIO, he leads the Information Services Department.
Mr. Bates has over 35 years of IT experience in public, private, and government sectors. As the CIO, he leads the Information Services Department. A member of the Executive Team, Mr. Bates focuses on Information Assurance and Data Privacy matters. Over his career, he has been involved with multiple aspects of information technology from hardware deployment to data center operations. Mr. Bates was part of the team in charge of standing up operations for the Defense Intelligence Agency’s Customer Support Center and the Chief of Naval Operations’ consolidated Network and Customer Support Center. Prior to joining Zeiders, Mr. Bates was the Vice President of Technical Operations for a highly secured data center in Northern Virginia where he guided the organization through five consecutive, very successful SAS 70 (SSAE 16/SOC) and SysTrust audits as well as DITSCAP and DIACAP reviews. Mr. Bates holds both a Bachelor of Business Administration in Information Technology and Master of Science in Information Systems from the George Washington University and is certified in Risk and Information Systems Controls (CRISC) by ISACA. The son of a career Naval Officer and father of a Naval Aviator, he understands the needs and concerns of the Military and Veteran communities.
Ms. Keilman is a member of the Virginia Bar Association and a Certified Compliance and Ethics Professional with over 15 years of experience in the government services industry.
Ms. Keilman possesses over 15 years of experience across multiple dimensions of Compliance and Legal Services in the government services industry. As the Director of Compliance, she is responsible for Zeiders ethics and compliance programs, regulatory monitoring, risk and governance, legal services, and provides oversight of corporate operations and industrial security. As a member of the Executive Team she, participates in various strategic initiatives including proposal support, business and organizational development, certification programs, and internal audit processes. Prior to joining Zeiders, Ms. Keilman held various roles in compliance and legal services at two large defense contracting firms, and a boutique consulting firm. Ms. Keilman is a member of the Virginia Bar Association and is a Certified Compliance and Ethics Professional (CCEP). Her education includes a Bachelor of Arts in Political Science and Economics from the University of Pittsburgh, and a Juris Doctorate from Widener University. As a military spouse, Ms. Keilman is acutely aware of the challenges facing our military community and is committed to improving the quality of life of Service members and their families. She is also a proud mother of two.
